Dubai Reports 6 Billion Dirhams in Savings From Public Service Overhaul
Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Minister of Defence, presided over the 2025 annual awards ceremony for the Hamdan Bin Mohammed Programme for Government Services, marking the conclusion of the three-year "Services 360 Policy."
An impact report issued by the Dubai Model Centre disclosed that the policy generated total financial savings of 6 billion United Arab Emirates dirhams (AED), comprising AED 2.7 billion in direct customer savings and AED 3.3 billion for municipal agencies. Under the structural overhaul, which coordinated 28 state entities to redesign 1,474 public services, waiting times decreased by 96 percent and mandatory in-person institutional visits fell by 85 percent. Officials also reported a 53 percent decrease in service processing times and a 51 percent reduction in overall service completion times.
The Dubai Electricity and Water Authority received the Hamdan Flag for 2025, an honor awarded annually to the municipal department demonstrating the highest integration of proactive digital infrastructure. The selection process tracks structural milestones across five criteria: whole-of-government approach, innovation, service delivery culture, sustainability of results, and total community impact.
Other municipal distinctions awarded during the ceremony included the Best Pioneering Initiative given to the Dubai Land Department for its affordable property ownership program, "Tamallak+." The General Directorate of Identity and Foreigners Affairs won the Best Digital City Experience for its domestic worker registration platform. Additionally, a newly introduced Shared Digital Channels award was shared between the Department of Economy and Tourism and DP World for their respective "Invest in Dubai" and "Dubai Trade" portals.
